Any characters proficient in magic will have a (P) next to their name. Proficiency comes with study of magic through an institution and cannot be self-taught. It takes several years to become proficient at magic and requires constant practice so do not give your character proficiency if they wouldn't dedicate the time to learn.
If your character has magic, it is possible that they also have a special ability. These abilities are generally weak specializations and unique manifestations of a certain power. Not everybody has them but it's not uncommon for characters to have a unique ability. Abilities can be used regardless of whether a character is proficient but bear in mind, they won't be anywhere near as strong for beginners.
The races of Hanami do not possess particularly strong magic, most spells and enchantments take a lot of effort for only a small, gradual effect. In essence, it's a manifestation of their connection to the world around them. So there is no wizard who can shoot lightning bolts from his fingers but perhaps a mage who can slowly immobilise his victims with his touch or an elf who can use a song to give a flower fluorescent properties or a satyr who can sense what kind of nutrients are in the soil.
